Involving users of social services in the community planning process in Karlovy Vary Region

This Master's thesis deals with the description of the current state of community planning of social services and the mid-term planning of development of social services in the Karlovy Vary region. At the same time, the thesis reflects the historical content which led to the use of the community planning method in The Czech Republic. In the thesis, the author uses examples from abroad and from The Czech Republic that show specific problems especially encountered by organizers planning social services. The author bases his research on his analysis of interviews held with planning coordinators in the Karlovy Vary region. From the coordinators viewpoint, they describe structure and course of social service planning processes in the region. The author also examines the role of users invited into the planning of social services, how planning organizers communicate with those users, and how all representatives evaluate the plan's results. An additional information source regading social services planning dealt with publicly available resources, particularly websites of individual cities and their regions. Master Thesis 2013 David Pospíšil Abstract: The subject of this master thesis is to analyze the current state of the mid- term planning of social services at regional level. This master thesis also describes the historical context of community planning, social services and their financing system. In this thesis there are applied methods as problem and objectives tree and multi-criteria evaluation of mid-term plans of social services development at the regional level, analysis and study of current legal standards related to this issue and questionnaire survey with representatives of the regions and the Ministry of Labour and Social Affairs. This thesis deals with the mid-term planning of social services in relation to the present legal anchor in Czech legislation. Mid-term planning of social services is based on the principle of subsidiarity. The whole process should be as open to the public and especially other immediate stakeholders as to providers or users of social services. The planning process is not entirely new tool for decision-making and the development of strategies. It appears there are many activities and areas that are not well interconnected. Diploma thesis: ,,Satisfaction of users of social services and the scope of their providers in a selected region" focuses on finding satisfaction of users of social services in Prostějov. The theoretical part introduces the term satisfaction, users of social services, social services, and consequently social service providers to pass the practical part of the individual providers of social services in Prostějov and subsequent questionnaire survey, which is addressed to all users of social services. The interview method is given to the staff of social service providers. Upon detection of discontent social service users are treated suggestions for improvements in social services.
Analysis of methodology of community planning of social services in the Region of South Bohemia

Social services represent one of the form of help to handicaped people. Social services are not so important they{\crq}re needed by many people but the reason is important part of the society couldn{\crq}t participate at all parts of society life without having social services implemented. Thereby there would be avoided claiming of birth rights and civil liberties and the handicaped people would be socially excepted without having social services implemented. Social services are provided to people who need it due to their health state or their age and those that can{\crq}t overcome tough social situation or unfavourable living conditions. Planned reform of social services whose outcome is the law about social services is focused on 3 main activities {--} planning of social services, change of social services funding, the quality standards of social services. Methodology ambiguity in planning system of social services in Czech Republic avoids the data comparison from individual plans of social services. The objective of the thesis was to compare the methodology of community planning of social services in the Region of South Bohemia for selected cities. There were performed the analysis of the methodology for planning of social services and the comparision of the individual plans of social services in the cities Tábor and Český Krumlov in the Region of South Bohemia by means of the secondary and content analyses of the realized community plans of social services in these cities.
The comparison of social services for elderly in selected areas

Abstract Social services are rendered to those citizens, who require them considering their health, age or unfavourable social situation and who are unable of overcoming their social burdens and less than auspicious circumstances without external aid. Social services are essential not just because many people require them but particularly because were they not to be available, a large part of the public would lose their ability to participate in all aspects of life in a society. This would make it impossible for their human and civil rights to be upheld and lead to their exclusion from society. Social development, more favourable living standards, progress in the field of medicine and championing of social rights result in less people dying in childhood or at a productive age nowadays than before. It can be argued that the number of pensioners will be constantly increasing and that this is an accompaniment of a successfully developing civilisation. Because of their numbers, pensioners are becoming an exceptionally grave subject of social exclusion. It is therefore imperative that we realise the disadvantages the elderly face and devote appropriate attention to the issues surrounding the planning of social services. In terms of the set objective, it is necessary to evaluate and compare individual mid-term plans for the development of social services at certain locations and also to compare and evaluate the communal plans of selected cities. The dissertation proved that it is indeed necessary to pay due attention to the studied planning of social services. This is because there is a need to harmonise supply and demand in relation to social services. Ensuring the availability of a high-quality social services network for the elderly is only possible given the presence of a complex concept of social and medical care. One must however always take into consideration not just the current demographic trends but also the circumstances in the particular area as well as the degree of interest of the various subjects who are immediately involved in the issues surrounding the particular type of social services. One can undoubtedly say that the quality of social services on offer (not just for the elderly) is increasing both in relation to law No. 108/2006 Col. regarding social services but also in accordance with the recipients? wishes and demands.

The services for handicapped people and their transformation after 2007 The present graduation thesis deals with screening the situation in the area of social services for persons with different handicap, especially regarding the transformation of social services after 2007. In the theoretical part, I am describing particularly the characteristics of the previous and the current systems of social services. When characterising the previous system of social services, I concentrate on the legislation, governing this system. Further I am presenting the characteristics and status of the consulting services, and socially activating service, as in the further chapters I am dealing with the latter when presenting the services of the KONÍČEK, o. s. association. When presenting the new system of social services, I am describing in particular the basic principles of this system, changes it brings to the users, legislation and quality standards of the social services. A big chapter is devoted to the Social Services Act. Further chapters describe the financing of social services, education of workers in social services, and work of volunteers in social services. The practical part presents my hypothesis and the aims of the present work. Further chapters present the target group and describe the data collection. Data was collected in the form a guided interview, the questions were answered by the representatives of the given non-profit organization. This chapter includes also a presentation of the activities of the KONÍČEK, o. s. association before 2007, when the services were not registered. Further I am presenting the activities of the association in 2008, when the association was already a registered provider of social services. I am presenting, in the Discussion chapter, the screening of the transformation of social services after 2007, the obtained data, and I am offering their comparison with the outputs found out in the KONÍČEK, o. s. association, or with literature data.
Influence of law of social services on supply and demand of social services in České Budějovice

Abstract Social services are not important because many people need them, but because without their influence a significant part of citizens could not participate in all aspects of social life. The exercise of their human and civic rights would be rendered impossible and their social separation would occur. Social services are provided to citizens who need them due to their health condition, age or difficult social situation and who are not able to overcome their burdensome situation or unfavourable background. The planned reform of social services whose outcome is Act no. 108/2006, Coll., on social services, aimed at three main activities {--} social services planning, a change in financing of social services and quality standards of social services. Within the set objective it was necessary to assess and compare the individual community plans of social services in České Budějovice for years 2005-2007 and further, for the period of 2008-2013, and on the basis of these findings to eliminate possible flaws in the course of development and the offer of social services in the given city. As an author of the thesis I suppose that the objective of this work has been achieved. The elaborated thesis verified the need of preparing a plan of city social services for the reason of its use for implementation of the middle-term regional plan.
